Allen-Vanguard part of IEM Hazard Management Consortium.

Consortium to address training and equipment needs for emergency services to deal with chemical, biological, radiological and nuclear (CBRN) threats.
IEM Technologies has joined forces with internal security specialists Allen-Vanguard, The CBRN Team and Planit EOD Ltd to launch the IEM Hazard Management Consortium.

The aim of the group is to be able to instantly provide the additional specialist CBRNE expertise, training and equipment that first responders require to successfully control a CBRN threat situation and render it safe. It will supply, on demand, full remedial decontamination capabilities to military and commercial organisations who do not have the necessary equipment, materials, skills or experienced personnel readily available to back up the first responders at the scene.

For many civilian locations, the downtime caused by a potential CBRN incident is very costly, if people are evacuated and decontamination of the physical environment needs to take place before they return. The IEM Hazard Management Consortium provides a quick and efficient resource to which property owners can turn in order to get back to business. Whereas the police or the military are generally responsible for providing the initial response to a chem-bio incident, to secure the area and deal with any casualties, in most countries it is the responsibility of the property owners to organise and pay for any remedial decontamination. So if a shopping centre, train station, or office building was subject to a CBRN attack, it would have a huge project management task ahead to co-ordinate the re-opening of the facility. A single call to the IEM Hazard Management Consortium will put the right specialists in place immediately.

The increased use of toxic industrial chemicals and materials (TIC/TIMs) in the terrorists' arsenal means that greater numbers of public services and ordinary business operations are increasingly considering the impact of a CBRN threat as part of its business continuity planning. The Consortium can contribute to a pre-emptive disaster recovery plan and be on hand as a "second responder" force should the need arise.

The contributing organisations will bring to the partnership a proven array of technologies, equipment and training for defeating the effects of dangerous devices and materials. The CBRN Team will audit locations and provide CBRN security solutions to protect organisations, individuals and assets against a potential CBRN threat. Planit EOD will provide both conventional munitions surveys and disposal, and/or Chemical and Biological munitions surveys. This is alongside the overall identification, sampling and disposal of any actual CBRN threat identified by a first responder. Allen-Vanguard will supply essential equipment including its patented CASCAD Foam for decontamination of bio-chemical warfare agents. Other related equipment includes robots for remote reconnaissance, CBRN detection, and EOD/IEDD intervention in a CBRN scenario.
