Traffic management system for Florida county

Citilog : 10 March, 2009  (Application Story)
Broward County in Florida selects widespread traffic management system for over 160 cameras using Citilog's Traffic Automatic Incident Detection System
Citilog has announced its VisioPaD product will be part of an estimated 166 camera expansion with Florida's Department of Transportation (FDOT) District Four. Once completed, it will be the largest deployment of VisioPaD worldwide. The new deployment aims to significantly expand traffic monitoring capabilities along Interstates 95, 595 and 75 in Broward County. VisioPaD will enable automatic and real time traffic monitoring and incident detection for each new camera deployed.

There are currently 45 closed circuit television (CCTV) cameras along the highways, approximately one mile apart, to monitor traffic for incidents such as debris and crashes. The first phase of the deployment, which will be completed in April 2009, will add 52 cameras to the system. The total addition is for an estimated 166 cameras which will use Citilog's VisioPaD solution. VisioPaD will provide real time monitoring of traffic incidents such as crashes, stopped vehicles, debris and more coupled with complete automated on-screen audible and visual alarms for incidents detected that are provided in real time within seconds of the occurrence of an incident. The full project will be built over an estimated two phases and is expected to be fully completed in approximately three years.

"This is a significant enhancement of our existing video-based Automatic Incident Detection (AID) System in Broward County," commented Steven Corbin, ITS Operations Manager for FDOT District Four. "It will enable us to more vastly and rapidly address traffic issues like crashes, stopped vehicles and debris along limited access facilities. VisioPaD from Citilog is the solution at the heart of automating much of the real time traffic monitoring and incident detection to help us meet our goals of reducing incident durations as part of our performance matrix."

Existing and future cameras feed information into FDOT's SMART SunGuide Transportation Management Center (TMC) to manage the surface transportation system from a common facility. The use of Intelligent Transportation Systems (ITS) at the TMC has enabled significant reductions in crashes, response times to incidents, travel times and emissions while increasing travel reliability.

This VisioPaD deployment was secured via Citilog's value added reseller (VAR) partner, Fortran Traffic Systems Limited. Based in Canada, Fortran is a leader in the North American traffic industry, providing totally integrated, turnkey transportation solutions. In addition to supplying Citilog components to FDOT Four, Fortran will also provide on-going support during the training, deployment, and warranty phases of this project.

VisioPaD is designed to be efficiently integrated into any existing traffic management system and delivers integration and several use advantages:

* No configuration required
* Automatic and dynamic calibration
* Adapts to pan-tilt-zoom (PTZ) and fixed cameras
* No preset position
* Field proven technology
* Compatible with IP and analogue CCTV Systems
* Integrated pre and post incident video recording
* Digital Video recording

In addition, VisioPaD automatically adjusts to camera shifts, changes in the video feed, to all weather conditions and all traffic conditions to maximize video clarity at all times of the day or night. Citilog's solutions enable state, county and city resource managers to limit the losses from road traffic incidents, crimes or unauthorized access, by providing real time automated incident detection. This also enables the possibility to deploy corrective measures sooner than with traditional monitoring to minimize losses from escalating incidents.

The video-based detection systems can be tailored to instantly identify and alert management about various incidents. Citilog's software-based systems use existing video signals from any CCTV, fixed, PTZ, analogue, IP and any other camera, thus requiring no new hardware or infrastructure additions. These video signals are fed into Citilog's video detection units that process video signals and create instant incident alarms with audible alerts and on-screen highlighting of the incident to enable rapid incident identification. This is critical at a time when the average traffic centre has dozens to hundreds of video feeds to monitor - Citilog automatically monitors and detects incidents for them in real time.

Traffic management products also aid states, counties and cities in their quest to reduce pollutant emissions, by ensuring fast recovery from an incident to get traffic flowing again. In addition, Citilog's video-based security monitoring solutions are ideal for protecting sensitive sites - such as bridges, railways, tunnels, and more - from criminal and / or terrorist threats, vandalism and degradations to performance. All this is done by employing Citilog's advanced technology for instant video-based incident detection. For all products, video is recorded and can be stored for post analysis, audit trails and safety performance measurements. Citilog provides a variety of solutions to meet varying traffic, safety and security monitoring needs.
