Offender tracking used in Las Vegas house arrest program.

Las Vegas police can now track the exact location of over 200 offenders convicted to house arrest using Omnilink offender tracking equipment.
After testing four competing offender monitoring solutions, the Las Vegas Metropolitan Police Department selected Omnilink Systems' advanced wireless offender monitoring solution for the Clark County Detention Centre house arrest program. A pioneer in location-based service technology, Omnilink provides sophisticated location awareness information in real time, offering the industry's only product that is completely waterproof and capable of tracking inside buildings, buses, trains and other places where GPS-only solutions do not work.

Prior to implementing the advanced Omnilink solution, authorities could not track offender movements outside the home; they only knew where offenders were located when they "checked-in" their devices at their home bases. Using Omnilink's advanced Focalpoint 2.0 technology, officers now track the real-time location of more than 200 offenders currently in the house arrest program, and participation in the program is growing. Monitored individuals include people awaiting trial for or convicted of drunk driving and sex-related offences.

One Omnilink Focalpoint 2.0 feature allows authorities to set up exclusion zones, which represent geographies that offenders are not allowed to enter. Taking the technology a step further, authorities can designate zones around offenders' victims and criminal cohorts as mobile exclusion zones, and police will be automatically alerted when the offender comes too close to these people.
"Omnilink outpaced the other offender monitoring options we evaluated by offering us unparalleled tracking abilities and a single, low-maintenance device," said Centre House Arrest Sergeant Darrick Butler. Omnilink's Focalpoint 2.0 monitoring solution brings an unprecedented level of efficiency and effectiveness to offender management. Through the use of a combination of Global Positioning Systems (GPS), wireless network technologies, RFID and situation-specific sensors, Omnilink transmits information to a monitoring centre using commercial cellular networks and then applies predefined offender supervision rules in a Web-based application.

The latest release of Omnilink's Focalpoint 2.0 features automated voice alerts when an offender location violation has occurred. In addition, Focalpoint 2.0 offers a victim safeguard that tracks the proximity of a victim's off-the-shelf cell phone in relation to a particular offender. If the offender comes within a certain distance of the victim in situations where a judge has mandated a restraining order, the system alerts the victim, monitoring officers and law enforcement immediately.
