Montana secures driving license application process

Biometrics to be used to prevent fraudulent driving licenses being issued in Montana
L-1 Identity Solutions has received a seven year contract with an estimated value of more than $11 million from the State of Montana, Montana Department of Justice, Motor Vehicle Division, to provide a digital driver's license issuance system that integrates multiple identity-centric processes for ensuring that driver's license applicants receive a secure and unique driver's license or State identification card. Montana expects to produce more than 1.3 million secure credentials over the life of the contract using the new system.
"L-1 Identity Solutions has proposed an impressive system," said Dean Roberts, administrator of the Motor Vehicle Division. "We look forward to its full implementation. The new system will help us provide Montanans with better service and a more secure driver license."
This integrated solution, believed to be the first of its kind, is provided by the Viisage Secure Credentialing division of L-1 and will integrate several previously unlinked activities within the driver's license operation that include appointment scheduling, automated driver license knowledge and skills testing, digital driver license and identification card production, imaged-based facial recognition services, automated authentication of applicant identity documents, and identity adjudication workflow software. Secure consumables, as well as a secure inventory management system for the State Motor Vehicle Division, also will be provided for the duration of the contract.

"The integrated software, specialized hardware, and solutions they have asked for match very well with what our team has internally developed, deployed, and proven in the US marketplace over the past few years. Furthermore, Montana's evaluation process for the contract proposal was conducted in a transparent open format and our proposal and solution demonstration scored the highest points, beating out two other competitors in the overall scoring. We believe that the Montana system will serve as a flexible, integrated model that other jurisdictions will adopt in the near future."
The solution is based on an integrated, identity-centric model that provides for increased security controls that can help the State reduce fraud and ensure that each driver has one identity record and one driver's license. Both facial recognition and document authentication solutions will be used to assist the State in identifying duplicate records and fraudulent identity documents. Also being provided is AutoTest, the most deployed system of its kind in the US market today. AutoTest along with AutoTest Scheduler and RoadTest will be integrated into the end-to-end solution to provide automated scheduling, driver knowledge testing, and driver skills testing which will open opportunities to reduce paperwork and increase productivity as well as help secure each applicant's identity within the process.
The L-1 face recognition application will provide a tool to identify any duplicate records in the system and help ensure that the State issues one driver's license based on one system record, is the most deployed and field-tested solution of its kind within the US market. It is used today by 12 other North American driver's license jurisdictions to fight fraud and maintain the integrity of their customer databases. This same solution is also used by over 30 city, county, and state law enforcement agencies and several governments in the US and around the world, for similar identity security purposes.
Also being delivered is the ID-Suite solution for automated document authentication and applicant adjudication during the driver's license application process. This will provide the State with a tool to help determine if applicants are applying for a driver's license with valid identity documents and demographic data. The solution incorporates a powerful document image analysis engine and workflow and adjudication engine.
