Livescan fingerprint biometrics for Bolivia voter registration

Guardian ten-print capture scanners from Cross Match Technologies to be used in portable voter registration process in Bolivia
Cross Match Technologies has been selected by Bolivia's national electoral commission to help modernize its voter registration process.

Corte Nacional Electoral (CNE) recently selected Cross Match Technologies to provide more than 2,400 L SCAN Guardian systems to help it implement a biometric-based voter registration program. The Guardian ten-print capture scanners are being incorporated into portable, mobile voter registration and enrollment stations throughout Bolivia to help register more than four million voters—facilitating a transparent and secure voting system.

Enrollment consists of collecting a digital photograph, obtaining demographic information such as name, age and address, and capturing the fingerprints of all registered voters. The record is then stored in a central database to be used for comparison when the individual presents himself to vote. "The biometric enrollment will help to protect voters by assisting in the elimination of voter fraud," explains Bill Dumont, Senior Vice President Worldwide Sales and Marketing at Cross Match.

CNE will rely on Guardian, which is designed for rapid forensic-quality fingerprint capture, to implement the biometric-based voter registration program. The ten-print scanner has unique features, such as patented auto capture capability and Perfect Roll technology for foolproof fingerprint acquisition and easy enrollment. "Guardian is an excellent choice for Bolivia's voter registration program," states Dumont. "The Bolivian Corte Nacional Electoral made an exhaustive technical evaluation of the proposed solutions. I am pleased to report that the Guardian scanner was awarded a perfect performance score, which far exceeded the nearest competitor."

In preparation for Bolivia's national elections in December 2009, voter registration and biometric enrollment are being completed by several thousand trained personnel who hand carry the portable enrollment kit throughout the nation.
