Civilian fingerprinting contract from Washington health service.

L-1 Identity subsidiary gains contract from Washington state health service for digital fingerprinting.
L-1 Identity Solutions has announced that its wholly owned subsidiary Integrated Biometric Technology (IBT) was awarded a Master Contract by Washington State DSHS to provide digital fingerprinting for civil applicants statewide. The contract is valued at more than $7.0 million and will extend over a maximum six-year period (an initial four-year term with one two-year renewal). DSHS Administrations, Children's Administration (CA) and Aging and Disability Services Administration (ADSA), will be the first users of the Washington State IBT EasyPath fingerprinting network.

By state law, prospective caregivers of children in state custody or prospective caregivers who may have unsupervised access to vulnerable adults are required to undergo fingerprint-based background checks before licenses or contracts are granted. More than 185,000 Washington state residents are expected to be processed as part of the EasyPath network over the six-year period.

IBT will open 16 Enrollment Centers with plans to increase service to 30 or more locations throughout the state to handle fingerprint enrollment. Fingerprints will be collected using state-of-the-art Identix TouchPrint live scan systems and an extra level of security will be added using the Viisage iA-thenticate®, a combined hardware and software product that automatically authenticates documents - including drivers licenses, passports and military ID cards.

"We are an industry leader in civil applicant fingerprinting services, processing more than five million applicants since we began in 1992. Today we operate approximately 500 enrollment centers that handle processing for a wide range of civil applicant programs across more than 40 States and throughout Canada. In fact, we just passed the half million mark in fingerprinting truck drivers who applied to carry hazardous materials under the HazPrint program, making us a preferred choice for federal agencies, state agencies and businesses looking for convenient and secure enrollment centers equipped with state-of-the-art technology."

The EasyPath Network will fully automate the DSHS civil applicant process by electronically collecting and submitting fingerprint records to the Washington State Patrol (WSP), resulting in more accurate search results with fewer quality issues that can delay processing. Washington State applicants can then take advantage of lower FBI electronic processing fees and significantly faster response times. This enables applicants to start work or obtain licensure in days rather than weeks, with an average of 83 percent faster processing time over traditional methods.

Agencies will also benefit from use of the EasyPath Network. Consolidated WSP/FBI results will streamline Human Resource and Investigative department processes, saving time and money for agencies using the network. To increase agency efficiency even further, user agencies will have the option to obtain a wide variety of management reports in real time online via a secure reporting web site. The award of this Master Contract through a competitive bid process allows other Washington State agencies access to the IBT EasyPath network as well.

Applicants can schedule fingerprinting appointments 24 hours a day, 7 days a week, via a secure web site. Service at the Enrollment Centers will include some Saturday hours for applicants' convenience. For applicants who do not have access to the internet, a toll-free phone number will be available Monday-Friday 8:30am-5:00pm PST for appointment scheduling. On-site fingerprinting sessions will be available for agencies with 30 or more applicants in one place, perfect for orientation or training sessions. For agencies with out-of-state applicants, IBT offers an extensive live scan network as well as fingerprint card scanning services which allow these applicants to fulfill fingerprint-based criminal history check requirements with the same advantages of in-state applicant processing.
