California driving license contract for L-1 Identity Solutions

Five year contract to include workflow processes for issuing driving licenses and preventing fraud
L-1 Identity Solutions has been awarded a five-year $62.8 million contract by the California Department of Motor Vehicles (DMV) to continue providing secure driver's license solutions. Two two-year extensions are options for the State and if exercised would add an additional $45.8 million to the contract's value. The contract includes new workflow processes and technologies to further improve the integrity of the issuance process and security of the card. The award was made to the Secure Credentialing Division of L-1 following a competitive bid evaluation.

"We have placed our trust in L-1 for many years to help us produce the most secure card possible for Californians," said George Valverde, Director of California Department of Motor Vehicles. "L-1's reputation for delivering a superior product and their track record in our State for providing the best technologies in the industry helps address fraud through the various aspects of the driver's license issuance process."

California will add new workflow processes and technologies from L-1 to prevent fraud and ensure the highest levels of integrity throughout the issuance process. This includes using customer fingerprint verifications to prevent customer substitution during the application process to ensure that the person who initiated the application is the same individual that completes each step of the process. The State is also integrating operator fingerprint logon and application branding to identify the DMV operator responsible for processing each applicant at the camera station. In addition, state-of-the-art security enhancements will be made to the card to make it as tamper-proof as possible.

"California is the largest driver's license issuer in the country, producing over eight million cards annually, and we applaud their efforts to do everything possible to ensure that their issuance process cannot be compromised by internal or external fraud," said Robert LaPenta, Chairman, President and CEO of L-1 Identity Solutions. "Our ability to provide unique security features and innovative workflow processes is driving the value of State-issued cards up tremendously and helps to ensure that our driver's license business will continue to grow, particularly in large States such as California."

The Secure Credentialing Division of L-1 Identity Solutions offers complete systems integration and solutions for the entire secure credential lifecycle, from testing through issuance and inspection. More than two billion secure credentials have been produced to date using L-1 solutions. This includes secure driver's licenses produced in the majority of U.S. States and worldwide. Over twenty countries also rely on L-1 solutions as part of citizen credentialing programs including voter registration, passports, National ID and others. In fact, L-1 is the sole source provider of U.S. passport personalization capabilities and produces the U.S. Passport Card and Border Crossing Card.
